Why doesn't my monitor store adjustment data and why do I have to readjust the monitor every time I turn it on?

Reset your monitor to the default settings. Please refer to the user's manual for the reset procedure. Normally, the monitor automatically preserves the screen position and screen size when you finish the adjustment procedure by pressing the Enter button.
